Russian Deputy Minister of Economic and Trade Development Andrei Slepnev said that the new regulations on copper export taxation may be introduced later in 2010, while the Ministry of Economic and Trade Development has already drafted proposals to increase nickel export tariffs. Slepnev did not mention the specific increase, but said it would be related to the market trading price of metals.

Previously, the export tax rates for non-alloyed nickel and copper were 5% and 10%, respectively, until the Russian government suspended these two taxes in January 2009, when nickel and copper prices were falling worldwide. In December 2009, tariffs on nickel exports resumed, while copper export tariffs remained zero.

The issue of whether to levy taxes on copper exports has been discussed, and officials from the Ministry of Economic and Trade Development said it will return to 10%. The export tax rate for nickel is likely to increase to 9%, as current price levels are already higher than the same period last year.
