3. In view of the low risk of carrying out epidemic wood products, such goods can be released directly without quarantine inspection. Remanufactured wood products are made of particle board, cardboard, oriented strand board, medium density and high density fiberboard, and do not include natural wood components, but do not include plywood products (see ICON “Plywood” quarantine conditions for details).

6. If the goods are from a large snail-affected area in Africa, they should be implemented in accordance with C8890. For a list, see ICON.

7. If the goods come from countries other than Indonesia, Malaysia, the Philippines, Thailand, Singapore, Fiji, Western Samoa and Vanuatu, they can be released by providing a valid manufacturer's declaration.

8. FCL and LCL cargoes can be released upon receipt of an effective processing certificate. The approved treatment methods are as follows:

a) methyl bromide fumigation (T9047, T9075 or T9913) (refer to C5154 below);

b) sulfuryl fluoride (T9090);

c) kiln drying (T9912);

d) heat treatment (T9968);

e) Ethylene oxide (T9020) (refer to C9741 below) or

f) Preservative treatment (T9987).

# Measures a)-d) Must be exported within 21 days of completion.

9. If you cannot provide a valid owner declaration or process a certificate, you need to choose the following actions:

a) all out of the box, or

b) After verification, the following processing is performed

· Methyl bromide (T9047, T9075 or T9913) (refer to C5154);

· Kiln drying (T9912);

· Ethylene oxide (T9020);

· Heat treatment (T9968) or

· Gamma Irradiation (T9924).

10. If a live insect is found during the inspection, it is first identified by an AQIS expert and the entire shipment will be subjected to methyl bromide fumigation.

11. If other pollutants such as mud, large African snails, etc. are found, the goods will be detained and disposed of in accordance with the methods approved by the Australian side, or returned, destroyed, and the resulting losses will be borne by the owner.

Note: APVMA is responsible for the safe use of methyl bromide and has the right to decide whether or not the cargo is suitable for methyl bromide fumigation.

If such goods do not meet all of the above conditions, they will be disposed of, returned or destroyed in accordance with the commercial goods described below.

4. The packaging of the goods must be clean and new.

6. If the diameter of the wood products is less than 4mm (such as toothpicks, wooden signs, etc.) will be released directly.

7. Such goods (including those related to sporting goods, except for sporting goods, mentioned in point 8 below) that have been processed by the Australian side prior to entry and have a phytosanitary certificate will be released. The accepted treatment methods are:

a) methyl bromide fumigation (T9047, T9075 or T9913) (refer to C5154);

b) sulfuryl fluoride fumigation (T9090);

c) heat treatment (T9912 or T9968);

d) ethylene oxide treatment (T9020) (refer to C9741); or

e) Permanent preservative treatment (T9987).

8. Sporting goods processed wood products will be subject to mandatory X-ray inspection at a rate of 5% per batch, even if they have been approved by an approved method prior to entry and have a phytosanitary certificate. Alternatively, you can choose the following methods to force processing:

a) methyl bromide fumigation (T9047, T9075 or T9913) (refer to C5154);

b) heat treatment (T9912 or T9968);

c) ethylene oxide treatment (T9020); or

d) Gamma irradiation (T9924).

Note: If the package is sealed, methyl bromide fumigation cannot be performed.

9. If the goods do not have a processing certificate processed by an approved method, they must be checked and enforced. The treatment methods are as follows:

a) methyl bromide fumigation (T9047, T9075 or T9913) (refer to C5154);

b) heat treatment (T9912 or T9968);

c) ethylene oxide (T9020);

d) gamma irradiation (T9924); or

e) Freezing (T9600)

Note: If the package is sealed, methyl bromide fumigation cannot be performed.

10. If the goods are found to carry quarantine pests or other contaminants, the goods will be detained and disposed of, deported or destroyed by the Australian permit. The damage caused by the importer shall be borne by the importer.

Low risk wood product approval

For deep-processed wood, bamboo, rattan, rattan, willow, wicker products, etc., the problem of pests and diseases can be solved during the manufacturing and processing. Australia has an existing system to evaluate these manufacturing and processing processes. If the assessment considers that it meets Australian quarantine requirements, bamboo and wood products undergoing these processes are considered low risk wooden articles (LRWA). Exempt from routine quarantine inspections (including processing requirements, inspections, etc.). Randomly check the relevant documents at a certain percentage and accept general supervision and inspection. Detailed information on low-risk wood products can be found at:

● If the goods approved by LRWA have been obtained, if the spot checks, supervision and inspections are found to be inconsistent with the conditions of approval, the goods will be automatically detained, and the related goods imported afterwards will also be carried out according to the conditions for the import of conventional wood products.

● LRWA approval is valid for 2 years, and the importer should reapply before expiration. Each LRWA recognizes that it is only for one product produced by a certain manufacturer, and each product must apply for LRWA separately. LRWA recognizes that it is applicable to the whole cabinet, the consolidation cabinet, and the air cargo.

Australian import requirements (from the AQIS website ICON database)

1. Requirements for imported wood products

● No entry permit is required.

● Each shipment must be subject to entry quarantine.

● Do not bring live insects, bark and other substances with quarantine risks before entering the country.

● Requires a clean, new package.

● Inbound cargo containers, wood packaging or stowage for loading the cargo shall be inspected and disposed of at the port of arrival unless it has been proven to be handled by an AQIS approved method.

● If the wood product is less than 4 mm in diameter (such as toothpicks and barbecue chops), it will be released from the above quarantine requirements.

● In addition to sporting goods, if it has been processed overseas and is accompanied by a treatment certificate or phytosanitary certificate, it can be exempted from the above quarantine requirements, that is, released. The treatments accepted in Australia include:

Methyl bromide fumigation (T9047, T9075 or T9913)

Sulfuryl fluoride fumigation treatment (T9090)

Heat treatment (T9912 or T9968)

Ethylene oxide fumigation treatment (T9020)

Permanent corrosion protection of wood (T9987)

If processed by a)-c), it must be completed within 21 days before shipment or loading.

● If the goods have been treated with ethylene oxide outside the country, the fumigation treatment unit must be approved by AQIS.

● For sporting goods, if they have been processed overseas and accompanied by a certificate of treatment or a phytosanitary certificate, an X-ray inspection will be carried out at a rate of 5% of each type of goods upon arrival. Otherwise, perform a verification check and force one of the following methods to implement the process:

Methyl bromide fumigation (T9047, T9075 or T9913)

Heat treatment (T9912 or T9968)

Ethylene oxide fumigation treatment (T9020)

Gamma ray irradiation treatment (T9924)

If the surface has an impervious coating, it cannot be fumigated with methyl bromide.

● If there is no accompanying certificate to prove that the goods have been treated as acceptable, they shall be handled in accordance with the procedures and methods specified by Australia.

● If the inspection reveals contaminants (including soil, large African snails, etc.), detain the goods, remove the contaminants, or use AQIS approved methods to implement the treatment (if possible), or return or destroy, the relevant costs are borne by the importer.

2. Requirements for importing low-risk wood products

● For deep-processed bamboo and wood products, the problem of pests and diseases can be solved during the manufacturing and processing. Australia has an existing system to evaluate these manufacturing and processing processes. If the assessment considers that it meets Australian quarantine requirements, bamboo and wood products undergoing these processes are considered low risk wooden articles (LRWA). Exempt from routine quarantine inspection (including processing requirements, inspection of open packages, etc.), only random check the relevant documents according to a certain percentage, and accept general supervision and inspection.

● If the bamboo product is less than 4 mm in diameter (such as a toothpick or a barbecue), check for live insects. If live insects are found, methyl bromide fumigation (T9047 or T9075) is applied.

• All other cargoes are subject to methyl bromide (T9047 or T9075), ethylene oxide (T9020) or gamma ray treatment (T9924).

● If the goods have been treated with ethylene oxide outside the country, the fumigation treatment unit must be approved by AQIS.

● If the goods are accompanied by a valid pre-shipment methyl bromide fumigation certificate, they are transported to the designated location of the quarantine department for inspection to verify whether the goods are non-green, fresh bamboo, and whether they are packaged in a fumigation-free manner.

● Each batch of goods without a valid fumigation certificate will be processed in accordance with the procedures and methods prescribed by Australia.

● Australia's quarantine requirements for low-risk bamboo products are the same as those for wood products.

4. Imported rattan products

Suitable for vines and their similar products. Includes bundles of vines to be made. If the rattan product contains bamboo or cannot be classified, it will be treated as required by the bamboo product.

● No entry permit is required.

● Each shipment must be subject to entry quarantine.

● Do not bring live insects and other substances with quarantine risks before entering the country.

● Requires a clean, new package.

● Inbound cargo containers, timber packages, pallets or stowage for loading the goods shall be inspected and disposed of at the port of arrival unless they have been proven to be handled by an AQIS approved method.

● If the goods have been treated with ethylene oxide outside the country, the fumigation treatment unit must be approved by AQIS.

●If the goods have been fumigation with methyl bromide before shipment and accompanied by a valid fumigation certificate, the goods will be released, but may be randomly selected to verify whether they have live insects, whether they are rattan products, whether With other substances with quarantine risks.

● For goods that do not have a valid processing certificate attached, they are handled in accordance with the procedures and methods specified by Australia.

● If it is a “vine-woven product”, an entry permit must be obtained before import. The procedure is relatively complicated and can be found on the Australian official website.

5, the requirements for imported wicker products

● No entry permit is required.

● Each shipment must be subject to entry quarantine.

● Do not bring live insects and other substances with quarantine risks before entering the country.

● Requires a clean, new package.

● Inbound cargo containers, timber packages, pallets or stowage for loading the goods shall be inspected and disposed of at the port of arrival unless they have been proven to be handled by an AQIS approved method.

● If the goods have been treated with ethylene oxide outside the country, the fumigation treatment unit must be approved by AQIS.

● If the cargo has been subjected to methyl bromide fumigation prior to shipment and accompanied by a valid certificate, the cargo must be checked for bark without a bark.

● If the treatment has not been carried out before arrival, it will be handled in accordance with the procedures and methods specified by Australia.

6, imported grass products requirements

● Requires a clean, new package.

● Inbound cargo containers, timber packages, pallets or stowage for loading the goods shall be inspected and disposed of at the port of arrival unless they have been proven to be handled by an AQIS approved method.

● Check or deal with the requirements of the entry permit. The provisions on the entry permit are determined based on the production and processing of the product provided at the time of the application for the permit.

● If the whole straw is found during the inspection and is not suitable for the mandatory method on the above permit, the shipment should be subjected to methyl bromide fumigation (T9047 or T9075) at the expense of the importer.

● If live insects are found during the inspection, they will be identified by the entomologists of AQIS. If the insect is not suitable for use in the mandatory method described in Article 6, the cargo is required to be subjected to methyl bromide fumigation (T9047 or T9075) at the expense of the importer.

● If other pollutants such as soil or large African snails are found during the inspection, the goods must be detained, removed, and treated by AQIS approved methods (if possible), or returned or destroyed, at the expense of the importer.

[Products made from natural plant fibers]

● No entry permit is required.

● Each shipment must be subject to entry quarantine.

● Suppliers or importers should provide written evidence (such as invoices, manufacturer declarations, etc.) to confirm the type of plant material used in the product.

● Each batch of goods must not carry seeds, live insects, animal fragments and other substances with quarantine risks before entering the country.

● Requires a clean, new package.

● Inbound cargo containers, timber packages, pallets or stowage for loading the goods shall be inspected and disposed of at the port of arrival unless they have been proven to be handled by an AQIS approved method.

• Each shipment should be inspected to verify that it is not a fresh plant or a substance that does not carry a quarantine risk.

● The whole container cargo can be taken by the importer or its agent at the back door of the container to the AQIS inspector for inspection. If it is impossible to sample, or if the goods of the container are arranged in many rows, and the goods in each line are different, the goods in the container will be transported to the designated place of the quarantine department, and all the goods will be opened for inspection.

● All other types of goods will be transported to the designated location of the quarantine department, all of which will be opened for inspection.

● If the substance that has not been found to have quarantine risk is checked, the goods will be released.

● If, after inspection, it is considered that the above requirements are not met, the treatment shall be carried out in accordance with the procedures and methods prescribed by Australia.
